MS2 Director Russ Martin is a Certified Environmental Practitioner with 20 years experience in public policy development and sustainability in the US, Australia and Middle East. This includes roles in government and as an advisor to governments and industry.
Russ was recently appointed by the Australian Government to the advisory body for Australia's development of product stewardship framework legislation. He is an invited speaker to the PRO EUROPE Congress 2010 in Brussels. In 2008, peers nominated Russ to the inaugural WME Leaders List. The Council is an independent, not-for-profit organisation dedicated to understanding and advancing the principles of product stewardship. The Global Product Stewardship Council will be bringing leading product stewardship thinkers and practitioners to Sydney for a series of facilitated discussions designed to provide extensive access to these leading experts and to start mapping out frameworks for greater international harmonisation of product stewardship schemes. Since the early 1990s, a myriad of product stewardship and producer responsibility programs have been implemented or proposed across a wide range of products. A variety of legislative initiatives now threaten to produce a patchwork of competing, existing programs, while individual producers are increasingly being held more accountable or facing higher compliance costs. The International Product Stewardship Summit will examine a wide range of drivers, political and legal factors that have influenced program evolution through the years and facilitate discussions on harmonised, integrated approaches to product stewardship based on this collective experience across product types and jurisdictions. Background As an environmental practice and / or regulation, product stewardship establishes a consistent approach to the life cycle management of products, but its application varies depending on the product, industry and stakeholders involved. Knowledge and discussion need to cover a broad base of industries so as to increase transparency, accountability and dissemination of information on the development and implementation of product stewardship schemes. In Australia for example, industries that identify a need to develop product stewardship (or are subject to community and / or government expectations to do so) must invest in obtaining applicable information on establishing entities such as producer responsibility organisations (PROs), development of funding and levy structures, accreditation processes and guidelines and standards. Many duplicate previous research and re-visit issues that have been thoroughly examined elsewhere. Where resources are committed to understanding and developing product stewardship schemes, resulting information may not be disseminated in an objective, accessible manner. Governments and policy makers often require industry to develop product stewardship schemes and often provide little guidance in the development of such schemes. Further, non-Government organisations (NGOs) have limited resources to assist in the development of product stewardship schemes, and are especially critical of schemes developed without their involvement. The result is that for product stewardship, most available information may be strongly slanted to one perspective or another. Current ActivitiesThe Global Product Stewardship Council has been established as an incorporated association with the following aims: - recognition for excellence in independence and contribution to the development of product stewardship;
- transparent and accountable basis for raising of funds for research to investigate and develop product stewardship schemes in an objective manner;
- facilitation of product stewardship scheme development; and
- linkage to other relevant organisations (European, Canadian and American product stewardship programs, for example).
